Anyone know anyone who can make them? I need someone to help me with getting one.

i know I just joined up but would there be a way for a clock on the banner to actually move or count down?

There are a number of sig makers out there including myself, although it has been a while since I did them for other clans. There are ways to make countdown banners, but are a little more complex.

Your first post needs to be more specific. Eg are you looking for something like:

If you give better details you might have some volunteers.
