Check out the clan handbook here
viewtopic.php?f=438&t=89435I would suggest reading all of it. Especially if you want to start a clan.
Some highlights: You need 10 people to get it going
I can be difficult for new players or relatively unknown players to get it started at first.
A clan and a social group are different, and generally you can only be in one competitive clan.
I would personally recommend you join a clan, see how they are run, what you like and don't like, and then, if you still feel like starting your own clan, go for it. But of course, it is up to you.
Also, it is helpful to have a very clear idea of what you want out of your clan from the start. Do you want to win the clan league? Do you want to win clan wars? Do you want everyone to chat? Do you want well mannered players? Will members be able to vote in how the clan is run? Who will run the clan? Who will assist in running the clan? How will new members be selected? Is there a procedure for kicking members? Or vetting members? Is participation in clan battles required? How will you decide who gets to participate in clan battles?
All important questions.
Best of luck.
