Theoretically. Not always in practice.
Our clan leaders are chosen for their warmaking abilities, not for their rhetoric. A good warrior is not always a good speaker.
My clan leader is a man of few words. He's always going to be the clan leader, because he does a great job of running our wars, but he's never going to be a great orator representing our thoughts. I'm sure ours isn't the only clan in that position. In fact I know it isn't.
Trying to make these war leaders be better communicators is a lost cause. You're just forcing round pegs into square holes. It means that the tiny number of clans with communicative leaders will dominate the discussion, while the overwhelming majority of clans will never have their views heard.
