In games, (especially in zombie and Nuke games) , At the end of round limit if neutral troops count is higher than players troop count then it should consider as neutral player win.

Neutral: not supporting or helping either side in a conflict, not getting involved, impartial.

So if the neutral side wins is it still neutral?

Not Applicable... there are many maps which start with enormous number of neutral fields. The number of neutral fields even remains the highest untill the round limit, and statistically there is not other possibility.

How does this improve the site, or gameplay? It will just make it hard to play maps like Spanish Armada unattractive to play with round limits (kind of what GoranZ said).

What would be cool is an option whereby each player has the opportunity to deploy on or reinforce on neutral players.

This is very interesting proposal, but only fort and not drop. Otherwise I will drop 1's on territories with fog just to find out if an enemy is there :)
Tho we will have the same issue with Para :\
