Specifics/Details:
In a war you can put an endless large amount of troops on specific locations. There simply aren't enough tents, barracks, houses to accommodate massive armies. So let's limit occupation to a certain value per region. For example, 10; This will also limit your deploy if you're not aggressive enough to conquer region to house them.

How this will benefit the site and/or other comments:
It will add an element of skills, you need to thin ahead or your deploy will be in jeopardy.

There are just not enough barracks, residences, or tents to house large armies. Therefore, let's set a cap on occupation for each region. For instance, if you're not aggressive enough to take over an area to house them, this will also restrict your deployment.
