Improve Game Announcements in Global Chat

How this will benefit the site and/or other comments:
- Textbox below Muted Users to introduce game number and a button next to submit
- Validation server side to check if it's a valid game number
- Once on chat, hovering over the link provides details of the game. Or maybe a small popup like the one you get when you click on a username on GC
- On the Waiting games page, provide a small button link to announce game in GC. maybe only for speed games, or a limited amount, to discourage abuse.
- Change to look of GC while you're there.
How this will benefit the site and/or other comments:
- It would make it easier to announce games.
- I suspect a lot of people don't click on the links, now, with the info on the game right there, people might be encouraged to join
- Improving the looks of GC would make it less ugly.
