Spoils of War

Placing the spoils on each individual territory.
The spoils would not necessarily correspond with that particular terit (name).

You could go about this a number of ways. My main thought was to place random spoils (nuke, flat rate, zombie and no spoil) on each terit.
When the terit gets conquered the player chooses (at end of turn) one of the cards from whence he conquered.

On the occasion you collect one of each; your choice.

How it would benefit the game: Strategy.

Making spoils random for each individual players.
Targeting spoils, controlling spoils, preventing spoils, map design...functionality of the game.

Game changing Idea...not likely to be implemented.
I have always thought CC should exploit card use.
