Sometimes, people just want to change, as we've seen it can be done. This will let some people with stupid names like BGtheBrain change it to something awesome like BGtheAwesome.
I know Xbox Live charges $10 to change your name, and people pay this all the time. This is a quick fix for an additional revenue stream.
The users records, history, comments, etc... all remain so the only thing changing is the name itself

Excellent suggestion. Will prevent the willy-nilly change-your-name-as-often-as-you-breathe while still allowing individuals who seriously just want a different name the ability to do so.
However, wasn't the argument always that it would impact the ability to find their games and such? Has that been resolved, or am I misremembering?

No... 1$ would be ok I think.
The reason for $10 is to prevent excessive name changes. $10 isnt much, but it should be enough to prevent that.
$1 we would have name changes too much and it would cause serious problems Id imagine.

This same thing happened to me. If you look at their sign-up post in the thread, it shows the new name though.
