A lot of premium players don't ever play 30 games at a time and don't have the time for it. I know I don't unless it's an event like Whac a mod, (which I didn't get to do this year,) so that would be a lot of currently premium players dropping to $10 a year. Now if you suggested 10 dollars to play 10 games at a time, I could see that working maybe, or something along that line. Casual players probably never play 10 games at a time anyway.

From the basic research I've done ~750 members wont fit into 30 games limit criteria(4 free + 26 paid). Currently they have more active games. I presume those 750 members are over 50% of the premium players but for simplicity lets say they are 50%. The other 50% are casual players but are also the ones that are candidates for abandoning the site(probably forever). The idea of my proposal is to try and keep those players as much as possible($10 is cheep enough even for not using the site at all while $31 is not). If nothing is done to keep those 750 casual players CC loses those $31 from them but also risks the $31 from those 750 active players as well.
So in other words my proposal is a form of investment in the active 750 members so they will stay longer and preferably never quit.If we look at your proposal... $10 for 10 games(4 free and 6 paid) then we can notice that those 6 paid games are probably more expensive than gold. No one would go for that deal.
When membership numbers are dropping then BW has 2 options(as any company), invest in CC(doesn't seem he is interested in this) or reduce the price to keep the market share. With dropping membership numbers he can't even sell the site as well(constant number of members is whole different story). There is and option for bankruptcy as well, but that doesn't create money.
