That seems about right. Germany was easier to center than Italy.

Even if it were just in the area of the number. Sort of a troop smudge, instead of a troop circle.

nah, it would look weird if only one region had these "smudges". Just brighten the colour I say...

I still think brightening the region would be the best choice. It doesn't even need to be brightened very much. Just so that the blue numbers won't look messy.
