This is just numbers. But on average, it seems rather upsetting unless Neptune1 chooses to rate only after having encountered a bad/annoying/rude opponent (i.e. choosing not to rate after a nice or average game). But I believe that the juventino case implicitly acknowledged that such choices can constitute ratings abuse.
