I'm not sure if this is the worst infraction but my understanding of the rules is he shouldn't be PM'ing me about an active game.
Here's an email I received in apparent response to some chatter in the game:

game 5234473: Cerasaan has 2 lines, and more than either of us. I personally would watch your back, just as I am by trying to keep him back.

How about, instead of filing a complaint right away, you respond to him in private that you think this might be questionable? And then if he persists, or it gets worse, THEN come in and complain. Right now, this is marginal at best.
