Comments:
The first game listed is the one i am in them with. they havent attacked each other but for the first round and to get to me.
Of the 21 games they have played together. 15 have been private where they use proper names in refering to each other. In the non private games they tend to be Fog of war games. In which, they do not attack each other, ever. I dont think it is fair that they are teaming up together to play standard game types. perhaps a block? i dont know. it is rather annoying though

Verdict: I am going to note this for now. 1, there isn't enough evidence and 2, there seems to be a fair amount of attacking on each other to not warrant anything more drastic. While it is obvious that they do know each other, this doesn't constitute that it is a secret alliance at this time. Thank you.

i am intrigued to see that you said there is a fair ammount of attacking on both sides as they only attack each other at the beginning to maintain bonuses and, if they are both around, at the end when it is just the two of them remaining. the fact that they only play Fog games when not playing private is pretty obvious too so they can hide that they dont defend their borders. but, as long as it is noted i guess thats fine.
