Unless a quick IP check shows that both users have the same one more then likely this will be cleared.
These are the only 2 games that both users have played together in, and the 3 player one just started. A Secret diplomacy is hard to prove and takes more of a trend.

My suggestion would that if the IP check shows up false and you still have your assumptions of diplomacy between the 2 then keep an eye on them and watch development of it in future games with them.
