The accused are suspected of:
Being Multis OR
Conducting Secret Diplomacy
Game number(s):
Game 4213132
Comments: they joined within 4 minutes of each other on the same day, they play over 90% of their games together (although many as doubles parters) and in singles games suspiciously do not break each others bonuses.
For example, in game 4093499 you get quote for the odd man out "So this last turn, instead of zuid-nederland being broken and me having a bonus intact and using those troops to break West Nederlands, we have an untouched Dutch menace. collecting 20 next turn"
I believe this is either a multi or close friends playing together and conducting implicit or quite likely explicit secret diplomacy
