If not multi (both from Ireland), then either secret diplomacy or just non aggression until the the outside player doesn't have a chance anymore. In only 1 game was the outside player not eliminated first: Game 3794513 (1 of only 2 games cousin won) - in every other game together they first take out the outside player.
From their last game together: Game 3863251 in the first 4 rounds Hotel took 6 outside player countries, and 1 partner country; cousin had taken 9 outside player countries and 0 of his partner's. At the end of 4 rounds the outside player had only 11 countries and no bonuses while the partners had 21 and 24 countries and bonuses both.
