Comments: Both users acting quite strange, have not attacked each other almost entire game, and not in several turns other than for countries with a single army which may have been negotiated for. If not a multi, definetly Secret Diplomacy because they share many borders which have not been discussed on the chat, and which neither will attack the other. Upon searching nayld1994 in the forum his/her name appears under a similar charge for cheating in a previous case.
