Conducting Secret Diplomacy

He sends PM's to players trying to form alliances.
If this is not wrong it should be.
You should have to post in game chat you are trying to form an alliance BEFORE sending any PM's!
He sends them first then if an alliance is formed, posts after the fact. This leads to the chance that neither player posts the alliance right away! A few turns can go by without notice in game chat.
As a rule all alliance forming should START by a POST in Game Chat! Not through PM first and then later posted in Game chat!

Rule #2: No secret diplomacy
Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults. Secret diplomacy can be hard to prove, but if you suspect it you should leave the players in question appropriate ratings. If you feel certain about players engaging in secret diplomacy consider reporting them in the Cheating & Abuse Reports forum by posting a new topic.
