You should have to post in game chat you are trying to form an alliance BEFORE sending any PM's!

He sends them first then if an alliance is formed, posts after the fact. This leads to the chance that neither player posts the alliance right away! A few turns can go by without notice in game chat.

As a rule all alliance forming should START by a POST in Game Chat! Not through PM first and then later posted in Game chat!

Rule #2: No secret diplomacy

Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults. Secret diplomacy can be hard to prove, but if you suspect it you should leave the players in question appropriate ratings. If you feel certain about players engaging in secret diplomacy consider reporting them in the Cheating & Abuse Reports forum by posting a new topic.

The rule is that ALL discussion must be in the game chat. That does not mean that a PM can be sent and then something posted in the game chat.

Does this mean it is noted and a PM send to the offender, or was this just a statement?

You quote the rules well 2dank,yet in our gameGame 3547745 you openly break the rules yourself (which i will be reporting you for at games end by the way), by being abusive & racist in both game chat & in your childish PM"s to me.
Maybe if you stuck to the rules yourself instead of preaching them to others you may earn a little respect instead of the comtempt you deserve

I am guessing you failed to read his comment about your abusive writing in the games chatpane, possibly sending pm's as well. Might well have broken the harassment policy.
"Trash-talking" can be a fun element of the game and we take a liberal stance on what is allowed to be said in game chat and in private messages. If one player offends another we generally do not want to get involved. However, in cases of extreme obscenity or extreme harassment (in our judgement) we may take disciplinary action against the offending member.
