Right after this incident people got a hold of bull22, which turned out to be jan1976's new account.

And even if you have already upgraded after being busted, you are still expected to follow the rules and not create another account later.
I hope this sheds some light on the inconsistencies regarding (busted) users with new accounts. A recent example would be
JCKing (formerly known as
JesusReigns, one of Krusher's henchmen and previously busted for this reason) who was reported and had his premium
removed, but was allowed to buy back into his newer account anyway.
