Other: Spent multiple turns allowing 1 army borders allowing one player to recieve multiple bonuses and use those armies against opponents. Seamus o Malley could have at any time moved his many armies into occupying the 1 army territory stoping the bonus but refused to do so. The two used the alliance to allow both to build up armies and ruin the game tilting the game into an unfair fashion.

They give you the form for a reason. It is a lot easier on the hunters if it is filled out. I have no clue what you are accusing them of, unless it's Secret Diplomacy and if it is that it would be better for you to just say that.
