Rules wrote:Rule #2: No secret diplomacy

Any form of diplomatic discussion between opponents must be posted in the game chat in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating attacks. Secret diplomacy can be hard to prove, but if you suspect it you should leave the players in question appropriate ratings. If you feel certain about players engaging in secret diplomacy consider reporting them in the Cheating & Abuse Reports forum by posting a new topic.

One of the first things on the rules page, hard to miss it.

Yes, it is a big offense seeing as it is Rule 2. And your premium may be stripped for it (equivalent of a ban)

i think cc is too strict...
in my opinion they should give you a warning and take your premium if you did it again
not everyone knows all the rules (except the multi one)

It's their own fault if they don't read the rules. If people know the 'multi' rule they should know all of the rules. When they join the site, they should read the rules, and that's that.

And that is whose problem? Really....that's great logic there. I'm sure everyone else in this forum 'forgot the rules' very easily while they were breaking them. You have responsibility on the site and that is to adhere to the rules. This forum is here for a reason. Cheating & Abuse. I have no idea what the punishment for this will be, maybe a warning, maybe more, I have no idea. But it was clearing outside of the rules, and you trying to defend the person just makes it look like you condone the cheating...

this is true. i have to say that it is the user's responsibility to know the rules and if they aren't sure of something to ask a mod about such things before conducting questionable and possibly illegal actions. that's why the mods are here.

This is noted. Hopefully, this report would have warned DarthBlood and made him aware of the rules from this point on. The games are here for everyone to have fun and to be played fairly.
