The accused are suspected of:

intentional deadbeating
It happened in my game so I checked other games he's played and the same happens. He misses 2 turns then plays the 3rd getting all 9 armies at once.

Comments: It's unlikly that he was "too busy" so many times in all these recent games but lucky enough to return to play the 3rd turn each time.

Intentional deadbeating is when someone intentionally loses the game by missing three consecutive turns. What this player is doing is strategically missing turns, or he/she could just have been unable to get online for an extended period of time.

If missing you turn is part of intended strategy they there should be a skip your turn option. It could happen that he missed his turns becuase he was busy then came back if it was just in one game but not in all his recent games.

still, it's not against the rules (and there will not be a skip turn option, its usually strategic to wait)
