In a 26 round game that is all but finished, the accused parties didn't attack each other for 11 rounds. I believe they have been privately chatting and have colluded against me. I would like to have their chat logs checked to verify if this is true.

This is in no way a final decision or ruling of any sort:
It is hard to prove a secret alliance with just one game. If there is any way you could find more games in which they both played (that were not team games) where you feel there may have been collusion you are more likely to have a block instated.
