This isn't a secret alliance because they have stated it in game chat. Alliances are allowed if you announce it in game chat. It's not different in RL you announce when you have a alliance.

I've suggested this numerous times in gamechat, it benefits both involved unless someone doesn't abide by the agreement, when announced in gamechat, this is not only legal, but pretty smart imo...

This is their only game played together. No confirmation from jeffstain if he did accept the proposal made by CaptainCommie or not. Anyway, as what JesusReigns and wol-va-rine, it is allowed to offer any truce or temporary diplomacy between opponents as long as it is announced in the game chat.
