Conan the King and Breech [cleared but noted]

The above game was a 4-player game in BeNeLux. Its clear that these two players where clearly helping each other until the end of the game. What clued me in was, Breech (blue) missed 2 turns, didn't even acknowledge it or apologize which tells me he did it on purpose. On his third turn, he received two deployments. He deployed, took one from Badmoon (green) then fortified by putting 27 armies in one territory. This one territory was contiguous to the area occupied by Conan The King (red). It was worth 6 bonus armies (white territory). On his next turn, with 27 armies against a very thinly defended white territory occupied by Conan, Breech decides to let Conan keep his bonus and moves south and thins me out to almost nothing. Then red goes and eliminates me, big suprize. Now I wasn't surprised about being eliminated since I wasn't having a great game but I was suprised that with 27 armies, Breech didn't at least take Conan's bonus.
So I decided to check them out, see if they've played together alot. Exluding private games, they have played 37 games together. Not one double. Always separate. Litterally in every game where one of them actually won, the tactic was the same; work together to clean the board then one or the other claims the win, usually Conan.
I also noted that in chat in some of the games, other players asked about their obvious unwillingness to attack each other. Also, at least once, Conan referred to Breech as "Keith" telling me that they might know each other (duh). I don't have a problem with players playing hundreds of games together or knowing each other or living together or whatever, but they are playing like they're in doubles games but their not. Definitely looks like a secret alliance to me.
