left me with one army and would refuse to finish the game. the game continued about 5 more turns than it needed to. had over 700 armies in the end because he wouldn't finish me off. a complete waste of time. I think he thought he was being funny. Please check it out. I hope I filled this out correctly.

Five turns you say? You are a premium member are you not? You should have deadbeated out. But, he did not drag out the game that long, it looks like you were playing fairly quickly. Check out Game 1554786, one of my games. Specifically check out Round 12 on (2008-01-09 02:27:03). That is stretching out a game. We were playing RT, and then the guy started letting the clock run out.

So where does it stop??
When I am clearly in control of the game, have an opponent down to one army, but continue to let the game continue, I have done nothing wrong??
What if I want to have 800 armies before I end it??
What about 1000??
What if I let it go just to see how many the game will let me have??
What if I do this every game??

It was stupid. Not asking for anything to be done, just wanted it noted should it continue.

That's a shitty thing to do. You should have dead beated. Leave him a neg and put him on ignore.
