he has no chance in winning and will be killed this turn. Don't think he/she should be punnished for saying that he is giving up!

Not the point. He wanted to play a game of risk; too bad it is going too long for him. He crashed all of his army into other opponents and left one with a clear advantage.

Unwritten Rules

Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games, intentional deadbeating, serial teammate killing, hijacking accounts.
