They look like multis. However, they don't seem to join many games together. It looks like he just wants to play a lot of games and not pay premium.

Names are not always a good indication of multis, because some family members use their last name in their username (ex: Evil Semp and Mrs Semp). In this case it looks like you were partially right, and robert appears to be a family member of the other person who has 3 accounts.
