No one can't be that lucky with the dice and receive that many armies in round 2 :/

in turn 2 he only got 9 armies, in turn 3 he got 32.
thats the particulars of that map for you, with 12 lands you can get a 32 armybonus.

Its the map. I had a feeling it was either this map or the other AOR map. if you know the strategy for the map and get halfway decent dice, you are likely to get piles of men very early in the game. Go into the discussion or Q&A forums and look around. People will tell you how to do that.

I have never heard of a case of someone actually cheating the dice. If you can prove it something like this will be looked into, but you have provided no evidence other than a string of good rolls. That is just short term good luck
