Exactly what I was thinking, if they were one in the same, they would have a hard time playing at the exact same time as eachother.

Not exactly. Wicked made a single post in game chat from two accounts at the same time.

Likewise, it would be possible to make a single attack at the same second from two accounts. However it wouldn't be possible to make a series of attacks from two computers at once. Finding two moves at the same time is great evidence, and when surrounded with a bunch of attacks from both players it is good enough evidence to clear them. Think about how much time it takes to scroll through the attack menu and select the countries to make an attack or fortification. Now think about doing that on two computers at once. It's just not going to happen
