Comments: I didn't want to file this report because, while I feel the accused's actions are unsportsmanlike, I wasn't sure if they rose to the level of the C&A forum. I decided to post because of Joram's accusation against me and thought it would be better to bring this forward in light of that. I hope this results in nothing more serious than a warning unless this player has a history of misbehavior that I'm not aware of. I've attached screenshots for everyting I'm describing.
In the game in question, in the game chat, I wrote this: 2023-04-06 08:41:01 - Anglo Brown: Cyan, truce between Sicily and Malta?
I also wrote on his wall to get his attention, but didn't reference anything specific: Hola. Hago una oferta en en el juego 22383902 (Hello. I made an offer in game 22383902).
fnapo wrote back on my wall: paz, con 2 turnos de pre-aviso ... (peace with a 2 turn warning).
I don't think this is right because the message contains diplomatic content and while not hidden to the other players is much less obvious than if it's posted in the game chat.

He never responded to me in the game chat and after Joram accused me of cheatinng, fnapo wrote in the game chat: 2023-04-14 13:10:48 - fnapo: There is a cheting in all games .... I can tell you ...
Maybe he's telling on himself here. Maybe not. I've never played with him before this game, so I don't know how he usually behaves. Apologies if this is not a good use of moderator time because it's so minor, but it felt like the right thing to do under the circumstances.
P.S. I wrote him in Spanish because he's located in Spain. I'm not fluent in Spanish, so maybe something was lost in translation.
