Comments: sorry if this isnt rule breaking but it seems stupid to have fog if he wont honour the rule of the game.

Not against the rules, you can lie / use for diplomacy etc
Not everyone will play the way you want, if you dislike it rate accordingly and utilize the foe feature if desired.
