They have ignored each other for the entire game long, never once putting up the guard against each other. In the game chat Foraker strongly said that there absolutely were no secret diplomacy going on, but from the game logs only very nominal aggression has been had between them while every other player has had extreme interactions between themselves trying to break bonuses.

Francislamule had absolutely no issue with suicidally ramming his head through a 29 stack army in the early-middleish game when troops were not that abundant, but will absolutely not do anything to an entirely unguarded Foraker.

If you can see my private chat history, there's a few BoB snapshots in the comments, otherwise there's a public image hosted in the chat regarding to the incident mentioned above.

This is more like yellow making a questionable move but I would need more to fully establish a secret alliance between them. I have contacted yellow and will note this report for future reference.
