Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits and colluding with other players in any way to manipulate the scoring system.

Open and shut case.

You have to be kidding me.
1. You’re not even part of that game.
2. It’s been going on for a year and a half at a clear stand still.
3. The players that ARE involved have obviously come to an agreement.
4. It’s being done to end a game that will continue on for years without giving one person or another the win.
5. He’s not just throwing a game or deliberately benefiting from a thrown game.

Correct. He is also not being racist or playing with multiple accounts.

He is, however, intentionally deadbeating from a game.

dakky deadbeated because he didn't want to attack and create a possible problem for the server with an attack involving over 700 million troops.

I'm marking this Closed. We aren't going to make a habit of punishing people for deadbeating 1 game. Otherwise C&A will be flooded with reports of someone DB'ing. If they appear to be doing it on a regular basis, then it will be looked into.
