This isn't against the rules. He could be lying to the others (they dont know unless you confirm it) and part of the diplomacy.
Some people are ok with it, some aren't. People who enjoy strong diplomatic games this occurs often.

However, again its not against the rules. Its best to foe the player if you dont like their style of play so you dont have to run into each other in the future.

Fogcutting is an obvious strategy within a Fog game. If the Rules were expanded to clearly explain this and other greay areas. The number of bogus C&A reports could be halved.
