You will note I agreed a truce with the accused digdaddy40 which was clearly identified.

He breached that truce without notice which gain him an unfair advantage and obviously I lost reinforcements in my next turn.

I have asked in the game chat why he broke the truce. No reply but clearly he breached the rules and gained an unfair advantage.
