Indeed it is and alone I wouldn't care, but taking the other points into consideration I believe it reinforces the case.
Personally I don't see why he can't be allowed to continue on this account or his old one based on all the other things that have happened in C&A recently.

1) what if banned player.
2) what if very high ranked (not fair on other players)
3) the reason is not good. I left site ages ago and want to play with freemium account( his old account would be freemium.)
4) could have very bad ratings which cannot be seen.
5) changing user name is not allowed except in exceptional situations.

3. True. However, if he no longer has that email address/password then I would expect, like in virtually all recent cases we've seen, that he will be allowed a single account; perhaps on the basis he purchases premium. Given he hasn't brought this up though, I don't deem it likely.
4. Based on the fact he doesn't like how his attitude used to be I expect that may be true, but considering his new attitude and the game chat I've seen, that would no longer be accurate.
5. Incorrect, you can now change your username a limited number of times as long as it roughly represents your previous handle. For example: alstergren became alster; DJ Teflon became Teflon Kris; I for a while had various symbols in my name.
