Without any dialogue between them, they both leave no defence against eachother on their shared borders.
at first i thought they were a multi, but i think it more likely they are an unofficial 'team'
they have played over 90 games together, often in team games, but often not. they have attacked eachother in some games, but seemingly only to get mutually beneficial continent bonuses

Looking into this.

It is hard to prove secret diplomacy. The accused have played many games together. I have watched this slow moving game and it is difficult to determine if these players have agreed to not attack each other of if they are that familiar with each others play. I am going to NOTE this for future reference.
