The accused are suspected of:
Conducting Secret Diplomacy

Comments: No attacks against each other even though they border each other. They are both from Mexico. They obviously formed a truce without telling anyone else. Etra even expended all his troops attacking me to the point he didn't even have defense left at his main bonus. I think he must have known bilombo wouldn't attack him.
They are getting 15 (Etra) and 20 (bilombo), yet not attcking each other. Only other players (who are getting 3).
