I'm no mod, but looking at the log it does not appear that any hostage taking is in effect. In the last few turns, each player has cashed a set of 450 or more troops. Hardly a hostage situation. Nobody is getting booted from your game on just that evidence, I'd guess. You'll have to find some other way to win.

Dawntreaderis cleared

At the time Blue was down to just his last territory, the only reason the game has continued with the 3 of us is because he cashed and took out all of greens surrounding troops. Green had went right around him in Cameroon and was blocking me from getting to him. I could have had a chance to take him out if he didn't do that.
