The accused are suspected of:
Conducting Secret Diplomacy

Comments: I don't know 100% sure that they're working together. Just playing Portugal map with them and notice they had combined to take 29 territories of mine in a row without taking one of each others, with no discussion in the chat about alliance. So I looked and saw that their 6 most recent games they are playing in together.
I know it says "Be sure" but I just felt it was enough to at least report it.
