Mexican had something like 6-7 troops left, and was in bad shape, so he did this:

He never tried to get any troops or fight back, and had nearly a minute to get troops to stop the attack. Instead he just cashed in so when I killed him I couldn't get the cards.

I suspect he had a secret alliance or some other shenanigans were going on, because why else would he cash in to keep me from getting cards but not get troops out of it?

Multi=no. California and Belgium? I don't think it's one guy. Still is a little shaky, but I wouldn't read too much into it. It might have just been his strategy all along to make it so you don't get the cards.

Secret alliance, then. Multi's just a possibility (done via tor or whatever), the admins can look into that.

Making it where I don't get the cards seems stupid- why wouldn't he actually cash in the troops and defend himself? He would've survived at least a turn had he done so.

You seem to take it rather lightly when you accuse someone of cheating. You will find a lot of strange moves in this game, and the mods get so tied up with wankers that scream "cheat" at every idiosyncrasy, that when there is a real case, they can't get to it for days. Do us all a favor - stop taking the game so damn serious and quit your whining.
