The accused are suspected of:
Skipping turns on purpose to avoid nuking the last territory of another

Comments:
HuSongHua has 5 spoils in a nuclear assassin game, and he's forced to play a set that will kill my target.
To avoid that, he ships the turn on purpose, as it can be directly read in the log, upon Gormbroc's suggestion
(despite the victim itself telling that would be unfair)

Now wasn't there a rule against this kind of deliberate exploit of turn skipping?
