These two are working together to ensure that one wins the game without discussing anything in the game chat. We have noted unprotected borders and blatant attacks across the map at other players while one of them is the clear leader who is one of the accused and we have tried to request help in game chat while they appear to have their own plan together that is not in the game chat. In 18 rounds, I believe Saint-Gerard attacked Mtl30 about 4 times (all single attackes, most likely for region bonus) and Mtl30 attacked Saint-Gerard ONCE. It appears that they know eachother as they have played many games together in their histories. It seems pretty evident to me that they are colluding. Also, if you look at each time they sign in ... it is almost always is one or maybe a few minutes apart ... as if one person signs into both accounts and makes the moves. They are both from Canada and both joined within 3 days (1/29/12 and 2/2/12).
Based on a review of the game chat of a few of their games together, it very much appears that they were accused of colluding and cheating in the game chat of the following games (you will note that those who accused them are also of high rank):
