Technically it wasnt before, but I think they updated the rules for alliances, so yes, it is illegal.

Any form of collusion between opponents must be announced beforehand in the game chat, in English or in a language all players understand. Secret alliances are hard to prove, but if you suspect one please leave negative feedback to the members in question. Should enough people have the same suspicion, we will take corrective action against the individual(s).

is there a way that people can choose thier preferred language...and when posts are submitted..that it can translate to their language?...

theres people from all over the world here..and we never know who we're playing...as far as what country they are from or the language they speak

I played a game of 3 that both my opponents spoke Spanish..so I never said a word in the game

Never knew if thye were talking accross the table or what...I won BTW

Go look at babelfish.altavista.com if you want to see what the current state of language translation is. It's... not very good.

I fixed the typos in your post and it comes out to:
hay una manera que la gente puede elegir su lengua preferida... y cuando los postes son submitted..that él pueden traducir a su lengua?... los theres pueblan de todo sobre el mundo here..and que nunca sabemos quién estamos jugando... hasta qué país él es o la lengua ellas habla Jugué un juego de 3 que ambos mis opositores hablaron Spanish..so I nunca dijeron una palabra en el juego Nunca sabía si hablaban a través de la tabla o qué... gané a propósito

Translating back to english gives:
there is a way that people can choose her favourite language... and when the posts are submitted..that he can translate to their language... theres populates with everything on the world here..and that never we know who we are playing... until what country he is or the language they speech I played a game of 3 that both my opponents never spoke Spanish..so I said a word in the game Never knew if they spoke through the table or what... I won to intention

 (bolding mine)

You can sort of "get the idea" but it's not nearly good enough to be automatic. If you're worried, use babelfish to check.
