it is possible. after 12 hours have passed in a round, all players become eligible to make a turn

Fixed your links, not that it matters as 4u2NV pointed out after half of the time in a turn has elapsed (12 hours or 2.5 minutes if speed) all players can go and 12 hours and 45 minutes had elapsed.
