Well i think that these is small muisunderstanding,nothing else, because el_fenomeno are new recruit and he probably not aware that in game chat its not alove to speak in other language, also i dont think that these is secret diplomacy. I think that every new player need to get messages with some explanation what its bad to do in games, but next problem can be if new players who dont know english ,can not understand rules.
I think that its need to create Foreign Mods, who can help with these people who dont understand english language.

This includes proposing alliances and discussing the strategies of those alliances. Keep this in mind because players who violate it may find themselves Blocked from playing with each other.

Yes they should be speaking in a language that all understand, but you should let them know that you don't understand which you did. But you accused them of secret diplomacy with out know what was being said. After you mentioned in chat they did stop. I don't think they violated the rule but I will note this in case the do it again.

It's not secret diplomacy until you figure out that what they've said is diplomacy. But if you can figure out that what they said is diplomacy, it's NO LONGER SECRET DIPLOMACY. This has got to be the dumbest implementation of a rule I've ever seen.
(And yes, I know this isn't the first time, but it's still stupid.)
