Comments: These two have not been fortifying along the borders they share with each other, and have been attacking each other only minimally.
On more than one occasion they have both attacked the same person or persons on the same go, and ignored attacking each other. Their attacks seem coordinated, especially in the later stages of the game.
They play a lot of games together, and they are both from the same country, which leads me to think that they might know each other, or have developed a friendship, and this has lead them to work together in this game.

I looked in on that game & was astounded that South America & Oceania were left with only 1 in defence & the other guy didn't attack either.
Those guys are cheats

and they are probably MULTI accounts..

At the very least they know each other and might be playing with secret alliances. They could be a multi but I've just blocked them from playing together because its not clear cut.
