Comments:
These two did not attack one another at all during the game until prompted by a comment by me. That allowed Shant, playing orange to develop to a position of extreme strength. In the mean time grey sat there building large stacks which acted as a wall between other players and orange. Grey spent most of the game sniping other colours with no obvious intent to obtain anything but a very small bonus. Amazingly on obtaining that bonus he didnt defend it, prefering instead to keep his walls. Equally amazingly orange didnt see fit to take out that bonus either. But perhaps the most incredible thing that I have seen in this or any other game is when orange placed an army of some 35+ men on Krasnaya Sloboda and bombarded my Luftwaffe with 6 or so men on it but didnt take out greys 8 men luftwaffe. Orange couldnt have had that territory taken by any other colour at that time and if he had eliminated grey there the luftwaffe would have been neutralised.

Grey is playing in such a way that demonstrates no intent to win the game. His play could not assist orange more if he tried.

Could you also check out game 6496123. Again almayo constantly attacked the only other player whilst shant went about his merry way taking bonuses and the game.

And game 7082572 - 1 territories taken between the 2 of them in all of the turns before the last other player was eliminated. Then some fluffing around to add a veneer of legitimacy.

And game 8022409 - jeez there good these two - they are so often the last men standing!
R3 Shant attacks Almayo in the Congo - has to to take Southern African bonus.
R7 Shant attacks yellow in Eithiopia and Somalia. Almayo deploys on Sudan and attacks yellow in Chad.
R8 Shant attacks Almayo in Sudan - giving Shant the Horn. Almayo takes out yellow further in Niger - reducing yellows bonus by 1. Query if Almayo left any men in Sudan
R9 Shant attacks 2 territories of green in Mahgreb. Almayo takes out Shant and green to give himself Mahgreb - this also gives the 2 of them the entire continent of Africa between them and allows Almayo to act as a wall for Shant
R17 Almayo attacks Shant in colombia - this gives Almayo the whole of south america
R18 Almayo attacks shant in scandanavia - this give Western Europe & Scananavia to Almayo - it doesnt matter much as shant is earning 40 + men per turn by now. It also weakened the other players in the process
R19 some token attacking to make it look like they are enemies and we are done

Apart from the above (where there are obvious reasons) not one attack in anger between the two

The two appear to be setting up comfortable borders with Shant to hold scandanavia and almayo to hold the n islands. Due to an untimely attack by green in R3 this doesnt happen. But there are no other attacks between them that dont result in a set (or would have but for the efforts of some lucky opponents)
