player goes from having 2 spoils and 16 armies to this, and still has 5 spoils afterwards
now has 36 armies after destroying 16 of mine leaving me at 20.
Hopefully this is indeed cheating and not some kind of stupid lucky spoil trick.

Its because he eliminated other players. When you eliminate someone you get their spoils. When you have 5+ spoils you are allowed to cash mid turn.
